PDCOR provides the following value added services to its clients: -

• Assessment of commercial viability
  
  Most of the infrastructure projects may not be commercially viable on a standalone basis and require State support in the form of subsidy. PDCOR assists the State Government in evolving an optimal mix of State subsidy and private capital under Private-Public Partnership (PPP) format to fructify private sector investment.
  
  
• Project documentation and risk management framework
  
  Risk identification and management are critical for efficient project implementation. PDCOR structures appropriate risk sharing arrangements and contractual documentation with clear role definition for the Government and Private Sector.
  
  
• Procurement and process management
  
  PDCOR assists the State Government in selection of private sector partners through a transparent procurement process.
  
  
• Consultancy & advisory services
  
  PDCOR provides consultancy, advisory, project management and development services to various Departments of Government of Rajasthan on fee and retainership basis.

INFRASTRUCTURE IMPERATIVE

Under the liberalised economic policies being adopted by the Government of India, States are competing with each other for attracting investment. These investments both in the traditional sectors and the new age service sectors would to a large extent, determine the future economic ranking of the State and the quality of life of its people. Amongst the various factors that determine the destination of investment flows and economic growth, availability of adequate physical infrastructure is a key determinant. The key focus of the State, therefore, is to develop infrastructure through investments in the following sectors : -

• Power - conventional and non-conventional
• Transportation infrastructure (roads, rail and airport)
• Industrial infrastructure (industrial parks, utilities, waste water treatment facilities)
• Tourism infrastructure (connectivity, hospitality, leisure)
• Urban infrastructure (Urban transportation, public utility services)
• Telecom & IT

Private sector is expected to increasingly play an active role in providing infrastructure services. This partnership approach would need a careful process of project preparation, risk allocation framework and transparent procurement systems.
