Every
unit of water saved is more than equal to every unit of water
generated. Based on this principle, it would be prudent to employ
the private sector in the distribution system in order to improve
the distribution system efficiency, billing & revenue collection
efficiency and service levels.
This would enable raising
of tariffs only to the extent that is required to provide an
adequate rate of return on investment without loading the system
inefficiencies on the tariff. In order to improve the efficiency in
water distribution particularly in the scenario of rapid
urbanization and declining resource base, a comprehensive water
management strategy is desirable. To expedite the same three cities
(Alwar, Jodhpur and Udaipur) have been selected for strategic review
to arrive at the most appropriate model of private sector
participation in distribution system (service or management contract
or concession agreement).
