Urban
infrastructure and Public Services for Rajasthan's burgeoning urban
population is inadequate. On a conservative basis, a huge investment
to the tune of Rs 8,000 crores to Rs 10,000 crores would be required
in the next ten years to adequately address the infrastructure needs
of various urban centers in Rajasthan. Over the years it has been
seen that the following problems plague the urban infrastructure
sector:
- Supply Shortage of Urban Facilities
- Absence of project Development
- Absence of proper feasibility studies and project monitoring
- Absence of Centralised Regulatory Authority
In view of the above and to provide funds to ailing municipal
bodies in the State, the State government has formed a new
entity-Rajasthan Urban Infrastructure Finance and Development
Corporation (RUIFDCO). The corporation will take on the role of a
facilitator and coordinator besides serving as a link between
various schemes being operated by the Central government. The
government's own schemes for upgradation of infrastructure will also
be getting support from the corporation.
It is envisaged
that the RUIFDCO can play the role of a state level dedicated urban
infrastructure financing agency that would support both the
Government of India's (GOI) and Government of Rajasthan (GoR)
objectives and policies for the urban sector. RUIFDCO would also
attempt to catalyse privately mobilized financial resources to bear
on urban infrastructure investments financed by Urban Local Bodies.
To perform the functions as detailed above, RUIFDCO should emerge as
a full fledged state level financial institution that will
facilitate development of the urban infrastructure in the state.
Further it should also develop the capability for risk management,
independent project assessment and project implementation and
support. PDCOR is supporting RUIFDCO in preparing its Business Plan
to achieve desire objectives.
