| Background |
|
The northern states contribute significantly to the Indian economy. Their contribution is approximately 26% to the GDP and 38% to the country's export earnings. Commerce in these states faces a considerable disadvantage due to its distance from the sea and poor transport to and from the various ports. These factors principally account for the relatively slow growth of exports from this region.
To overcome these hurdles it is essential to provide more efficient linkages, via road and rail, to the various ports and to establish nodal transfer/transshipment points in the region. An emphasis should also be laid on the containerization of cargo to enable multimodal transport and reduction in handling costs and freight. These facilities must function as extensions of ports and provide such essentials as Excise Payments, Customs Clearance etc. in order to allow transfer of cargo from the shipper to the shipping agency and vice versa.
Therefore, as opposed to the existing Internal Container Depots (ICDs)/ Container Freight Stations (CFSs) which serve essentially the transport /transshipment function, these facilities must be transfer / shipping points functioning as virtual "Dry Ports". Government of Rajasthan proposes to establish such a "Dry Port" facility in Rajasthan to service trade in and around the
State.

The planned facilities would be able to handle all categories of cargo, its establishment offering most advantage to containerized cargo. Transfer of bulk/break bulk through such facilities, unless containerised, will be expensive due to multiple handling costs, labour involved and losses. Further, such nonstandard material is not amenable to multimodal transportation
It is thus clear that this facility shall function essentially as an "Enhanced" container freight station with all essential facilities expected at a port. The following facilities would be incorporated in the Dry Port

The Dry Port would be fully complemented with modern cargo handling equipment. Even lighter functions such as stuffing / destuffing of containers would be mechanized from the start to avoid a build up of labour presence. Further, it would be possible to obtain all statutory clearances relating to the export/import /transport of cargo at the facility so that it becomes a genuine transfer facility. The scale of facilities will be planned on the basis of a detailed market study / cargo projection.
